Work package T2: Analysis and design of optimal energy efficiency financing models

WP T2 is aimed at supporting public bodies in selection of suitable mechanisms for financing investments in NZEB renovation of school buildings, taking into account financing available from ERDF and national levels, as well as from the private sector. This Work Package will build on previous experience of HEP ESCO and GEA with partnership who will select most promising approaches at regional and national levels to be included in the Financial Application.

The starting point will be the territorial analysis which will describe how European directives have been adopted in different regions. The analysis will also identify regional/national barriers inhibiting the systematic NZEB renovation of public buildings and will evaluate the accounting issues, leading to the SWOT analysis of financing schemes available for public buildings that will help to focus on regional hot spots. Information will be also gathered by the project partners from the primary sources: making use of World Cafès (1 per each country - 7 in total) participated by main stakeholders. During World Cafès the experience of participants will be discussed, core barriers in financing schools thermal renovation will be outlined and potential solutions to remove them will be identified.

The optimal financing schemes will be built on the inventory of best/innovative practices, which can be capitalized by other schools/municipalities of the project area. The financing schemes will allow to select for each partnership region (characterized by different norms, rules, legislation and best practices) the most suitable financing schemes for school buildings. The feasibility of Financial Application will be ensured by the expertise of the partnership (technical and financial) as well as by the active involvement of specific stakeholders.

Financial Application along with ERE-App and Best Practices Database will constitute the FEEDSCHOOLS toolkit (output of WP T1) and will help to increase inflow of funds from the private sector for NZEB renovation of public buildings.
