Concept of the CC-ARP-CE Toolbox

TEACHER-CE toolbox CC-ARP-CE is an important feature and one of the central components of the project, which also plays a specific role as a central platform for the verification of different objectives and deliverables of the project in a real, operational multi-institutional environment. 

The CC-ARP-CE Toolbox is focused on the integration of the results and tools developed in four selected transnational cooperation projects of the Interreg CE programme: FRAMWAT, PROLINE-CE, RAINMAN & SUSTREE. The content is addressing climate-proofing of water-related issues, the recognition of common achievements and their valorisation. The projects are sharing several focus points:

  • floods / heavy rain / drought risk prevention (FRAMWAT, PROLINE-CE, RAINMAN),
  • small water retention measures (FRAMWAT, PROLINE-CE, RAINMAN),
  • protection of (drinking) water resources through sustainable land-use management (PROLINE-CE),
  • forest climate change adaptation process (SUSTREE).

Building on the tools from the existing projects, TEACHER-CE project aims to develop a decision support tool to help Climate Change Adaptation and Risk Prevention with verification on the defined pilot action areas, which are in the partner countries.

The following main steps will be applied in the development of the TEACHER-CE toolbox:

In addition to four main projects, the CC-ARP-CE tool and the catalogue of measures will eventually integrate also tools and/or measures from the other EU projects, e.g. LUMAT (CE), Life Local Adapt (LIFE), Fairway (H2020), DRIDANUBE (DTP), Disaster Risk Reduction Sectoral Information System (C3S), Soil Erosion Demo Case (C3S), KAMPINOS (LIFE), JOINTISZA (DTP), CAMARO-D (DTP).

The CC-ARP-CE toolbox also aims to integrate different views on potentially conflicting approaches to implementation of measures. Within the toolbox these conflicts could be identified and potentially gradually harmonised within the decision-making process. The toolbox will allow users to express their ideas/issues/problems within a specific river basin (Figure 1) and to share different views on possible measures with other users. 

An important feature of the toolbox is the navigation pane enabling users to navigate among the operational tools and pages of the partner countries for WFD implementation. The tool has a simplified GIS function, which provides spatial orientation and provides information on the CC issues and models and results from CC for specific analysed river basins.

The integration of many components (or their parts) into a single toolbox is a challenging task, nevertheless we strongly believe that the toolbox will fill a gap, which was identified through communication within the project partnership and at national workshops, which aim was the identification of the necessary toolbox features. An important guideline that we follow throughout the toolbox development is to balance the necessary development of the toolbox with a key requirement to keep the position of other tools intact in terms of their process role, legal status, maintenance framework and other aspects.
