The Energy management system in schools tool has been provided to be utilized by all school users concerned with energy conservation, and providing them necessary overview of Energy Management System (EnMS) that could be implemented with a common aim of improving energy efficiency in schools. Energy management in public buildings

The Pilot concept design tool will be adapted and implemented by the partners in their respective pilot scenarios. The pilot concept design has to be implemented in each pilot building, so eventually the partners will elaborate 85 pilot concept designs related to their 8 pilot buildings clusters, together with the whole chain of their buildings players: owners, managers, end users representatives.

The Transnational good energy handbook introduces possible low cost measures in a field of energy efficiency. It is comprehensibly structured. At the beginning it describes a background of the tool (project TOGETHER) and methodological approach to its development. Chapters are followed by introduction to low cost measures, their importance in a field of energy efficiency and finally introduces possible examples. One of the key messages is to motivate the reader to not think only about large investments in energy efficiency but to think “outside the box” and explore potential hidden behind easy and cheap solutions. It is especially important for a building manager which has already finished large building and technology reconstructions and seek further potential for energy saving.

The Set of subsidies and incentives tool provides a short overview of the main factors that can influence consumer behaviour in order to generate energy savings. In the first part (third chapter), authors will provide the reader basic information about possible measures that can be taken or tools that can be used in order to achieve energy savings by behavioural change of the building users. The second part (forth chapter) deals with the adjustment of consumers’ habits to energy tariffs.In the third part (annex) customized tips are provided for the most typical public building types: buildings with permanent occupants (e.g. public administration offices), educational buildings and buildings mostly occupied by visitors (e.g. libraries, sport centers, cultural centers). I

The Transnational protocol for calculating savings tool aims to help partners with the procedure, methodology or protocol on how to collect, analyse the data for calculating savings. Estimating the energy impacts from energy efficiency and renewable energy policies and programs is a critical evaluation step that enables calculation of other benefits, such as reductions in greenhouse gases, air pollutants, and electricity demand.

The Negotiating panel tool deals with the concept of Negotiating Panel and aims to give more information on the meaning of the concept itself. The Negotiating Panel is a group of people on a specific object/building who work together in a joint effort to reach the set goals of energy saving, thereby achieving mutual benefit (economic and environmental). The Negotiating Panel Concept is made up of owner, managers and users’ representatives (including end users, i.e. occupants), contributing together to the building energy management. The Concept defines roles and operational modalities.

The tool DSM tools for the engagement of the building users consider a broader diversification of tools, not only depending on the building occupants’ age characteristics, but also on the functional nature of the buildings - e.g. institutional, educational, etc.  and on a long list (by construction, non-exhaustive) of possible behavioural changes that the various DSM tools are supposed to achieve.

The Building Alliance tool identifies the common goals of energy reductions, the “profit sharing” approach, incentives etc. decided by the Negotiating Panel. The Building Alliance has to be approved by the parties, i.e. it has to be signed by the representative of the Negotiating Panel. The building Alliance is the result of a co-working approach that has to been adopted by all the project partners since the beginning of the project.

The Energy Performance Integrated Contract (EPIC) tool represents an innovative tool in the hands of PAs, as a new type of “integrated” Energy Performance Contract (EPC) through which technical and social aspects of energy consumption are considered together, and an improved energy performance of buildings is guaranteed not only by technological investments, but also by a better organization of the use of spaces and by the involvement of building users towards a more aware behaviour in the use of buildings.

The Set of financial tools integrated with DSM intend to support municipalities in finding the most appropriate financial tool for their energy efficiency action in terms of project size, co-financing rate, eligible partners and focus of the development. In the first part it describes the main aspects of energy refurbishment project, and presents the traditional method of financing energy refurbishment projects. From the 2nd chapter the tool introduces the currently available financial possibilities which are available for municipalities and some other kind of entities of the EU Member States. At the end of the 3rd chapter even some alternative financing schemes are indicated, which are scarcely known by most of the beneficiaries.

The tool consists in the regulation governing the service of automatic vending machines-bars-canteens at the state schools under the competence of the Province of Treviso. It could be an inspiring example that points out: the need of a lifelong dialogue between buildings owners and buildings managers, the need of clarifying that they are co-responsible of energy consumption and have to work together in order to improve energy efficiency, limiting the use of the resources and using them better.

The tool "Audit on the consumption practices and energy behaviour awareness of the buildings" users consits in a set of questions aimed to understand the building users’ behavioural attitudes. 

Social audit

This tool consists in the text of the 6 th edition of the so called Green Schools Competition organized by the Province of Treviso and targeting a part of the Italian pilot buildings involved in the TOGETHER project. The Green Schools Competition is an example of a Building Competition that can be implemented though the use of devices such as the smart meters.
